Climate change and disaster risk reduction is the main focus of 15 student orators who are out to impress judges in the 10th Cesar V. Sarmiento Oratorical Cup this Friday, Dec. 10, 2 P.M., at the Provincial Capitol Dome.
The 10 municipal finalists and the 5 other finalists from Virac high schools are: Julie Rose Bernal (Bato Rural Development High School), Christian Dewin Nery (Baras RDHS),  York Renzon Tatad (Gigmoto RDHS), Ma. Socorro Vegim (Tubli National High School), Joyce Ann Ogalesco (Panganiban NHS), Jaira Baron (Pandan School of Arts and Trades), Michevelli Samonte (San Andres Vocational School), Junna Marie Torrente (San Miguel RDHS), Queen Elaine Osila (Viga RDHS), Ric Eldrid Pabico (Catanduanes Colleges), Sheena Vanessa Guerrero (CSC Laboratory Schools), Jeric Ivan Aguilar (Catanduanes National High School), Ma. Copies of the oratorical pieces, on "What Must Be Done Re: Disaster Risk Reduction & Climate Change Adaptation in the Province?", have already been sent to the members of the Board of Judges, who will pick the best piece and then sit to witness the orators deliver their best within 5 to 7 minutes.
Dr. Aida A. Dianela, chairman of the organizing committee, said the criteria for judging are as follows: Content (Relevance to the theme, Organization and Style), 30%; and, Delivery (What is Heard, What is Seen, and Audience Impact), 70%.
The annual competition, a legacy of Atty. Sarmiento which he started when he was still vice governor, offers a top prize of P10,000 and trophy to the champion, plus P4,000 to the coach and a special prize to the school. The 1st runner-up gets P8,000 with the coach earning P3,000, while the 2nd runner-up will be given P6,000, with the coach receiving P2,000. Non-winning participants, along with their coaches, will get P1,000 each as a token of appreciation.
Last year, John Ely Templonuevo of San Miguel Rural Development High School broke the stranglehold of Virac schools in the past eight editions of the oratorical cup by topping the field. - catanduanes tribune
